A REGULAR MEETING OF THE PUBLIC UTILITIES COMMISSION OF THE CITY OF VIRGINIA, MINNESOTA, WAS HELD AT THE OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES ON MONDAY, January 8, 2007 AT 4:30 P.M.
Commissioner Park called the meeting to order at 4:30 p.m.
Present: Commissioners Bloomquist, Raukar, Park, and Muskovitz.
Absent: Commissioner Sipola
Also Present: Terry Leoni - General Manager; Bill Hafdahl - Director-Finance & Administration; Sue Lalli - Supervisor-Public Relations/Customer Service; Doug Ganoe – Director Operations Production; Dennis Lindberg & Rob Raplinger - City Councilors.
Moved by Raukar and supported by Muskovitz that financial Resolution #5095 authorizing the payroll dated December 21, 2006 in the amount of $88,605.73, checks #10076 through #10127, and direct deposits #44597 through #44618 and the payroll date January 4, 2007 in the amount of $105,299.11, checks #10128 through #10179 and direct deposits #44619 through #44639 and bills dated December 21, 2006 through January 8, 2007 in the amount of $1,233,820.67, checks #75181 through #75356, and wire and electronic transfers in the amount of $2,174,622.21 and the minutes of the regular meeting held on December 11, 2006 be approved as presented. Motion carried.
The December 2006 Monthly Injury Report reviewed and filed.
General Manager Leoni noted a letter was received from Excel Energy dated January 5, 2007 providing “notice from Northern States Power Company of Minnesota to the Laurentian Energy Authority, LLC, that the (biomass) facility has met the requirements of Appendix C of the January 31, 2005, Amended and Restated Purchase Power Agreement, for Commercial Operation and has provided acceptable Acceptance Criteria. The facility achieved Commercial Operation, under the Purchase Power Agreement, on January 1, 2007 at 12:01 a.m.”
Mr. Leoni further reported that the renewable energy production will be using wood and coal. The new biomass wood boiler will be used once the electrical controls have been installed on or about January 22, 2007. The wood yard is currently storing approximately 17 days of wood supply.
Moved by Bloomquist and supported by Muskovitz that the General Manager, and any Commissioner wishing to attend, be authorized to attend the MMUA Winter Legislative Meeting to be held on February 14‑16, 2007 in Bloomington, Minnesota. Motion carried.
Moved by Raukar and supported by Muskovitz to authorize two members of the Service Crew to attend the Pipeline Corrosion Control Seminar sponsored by Center Point Energy in Prior Lake, Minnesota, on February 13 – 15, 2007 at a total estimated cost of $658.48. Motion carried.
Moved by Bloomquist and supported by Raukar that four (4) members of the Service Crews by authorized to attend the Annual Water & Wastewater Conference sponsored by the Minnesota Rural Water Association in St. Cloud, Minnesota on March 6-8, 2007 at a total estimated cost of $1,292. Motion carried.
After discussion it was moved by Bloomquist and supported by Raukar that members of Management and the Engineering Staff, when serving weekend duty, be authorized to take a Department vehicle home for the duration of the weekend duty. Motion carried.
General Manager Leoni presented an outage report for the year 2006 to the Commission. MMUA will be compiling the information forwarded to them by the Virginia Utility Department, as well as other member utilities, and a consolidated report will be forwarded to all MMUA members for review.
There being no further business to come before the Commission, Commissioner Park declared the meeting adjourned at 4:49 p.m.
