A REGULAR MEETING OF THE PUBLIC UTILITIES COMMISSION OF THE CITY OF VIRGINIA, MINNESOTA, WAS HELD AT THE OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES ON Monday, FEBRUARY 12, 2007, AT 4:30 P.M.
Commission President Sipola called the meeting to order at 4:30 p.m.
Present: Commissioners Petroskey, Muskovitz, Park, Raukar, and Sipola.
Absent: None.
Also Present: Terry Leoni, General Manager; Bill Hafdahl – Director-Finance & Administration; Sue Lalli, Public / Customer Relations Supervisor; City Councilors - Carl Baranzelli and Dennis Lindberg; and Joanne Sipola, customer.
Elections of Officers for the City of Virginia Utilities Commission for the 2007-2008 year were held at this time. Commissioner Don Sipola declared the office of Commission President open for nominations. Commissioner Raukar nominated Don Sipola for President of the Commission for the ensuing year. Commissioner Sipola called three separate times for further nominations and there being none, declared the nominations for President closed. Moved by Raukar and supported by Muskovitz that Commissioner Don Sipola be appointed President of the Commission for the ensuing year. Motion carried.
Commission President Don Sipola declared the office of Commission Vice President open for nominations. Commissioner Raukar nominated Jackie Park for Vice President of the Commission for the ensuing year. Commissioner Sipola called three separate times for further nominations and there being none, declared the nominations for Vice President closed. Moved by Raukar and supported by Muskovitz that Commissioner Jackie Park be appointed Vice President of the Commission for the ensuing year. Motion carried.
Commission President Don Sipola declared the office of Commission Secretary open for nominations. Commissioner Park nominated Matt Raukar for Secretary of the Commission for the ensuing year. Commissioner Sipola called three separate times for further nominations and there being none, declared the nominations for Secretary closed. Moved by Park and supported by Muskovitz that Commissioner Matt Raukar be appointed Secretary of the Commission for the ensuing year. Motion carried.
Commission President Sipola welcomed Jim Petroskey to Commission. Mr. Petroskey’s term will run to February 2010. Commissioner Matt Raukar has been reappointed to the Commission and his new term will run to February 2010.
The February 8, 2007 letter received from AFSCME regarding the 2007 AFSCME Day on the Hill was reviewed. Moved by Park and supported by Raukar that the Utility pay for one member of the AFSCME bargaining unit to attend the AFSCME Day on the Hill to be held on March 7, 2007 in St. Paul, MN. Motion carried.
Moved by Park and supported by Raukar that financial Resolution #5097 authorizing the payroll dated February 1, 2007 in the amount of $99,522.00, checks #44688 through #44709, and direct deposits #10232 through #10283; and bills dated January 23, 2007 through February 12, 2007 in the amount of $661.741.65, checks #75450 through #75573, and wire and electronic transfers in the amount of $628,135.63 and the minutes of the regular meeting held on January 22, 2007 be approved as presented. Motion carried.
The January 2007 Monthly Injury Report reflecting no injuries was reviewed.
After review and discussion it was moved by Raukar and supported by Muskovitz that the revised Tuition Reimbursement Policy be approved as presented. Motion carried. The Policy will be presented at the next regular Commission meeting on February 26, 2007 for the second reading.

General Manager Leoni reviewed maintenance issues in the Plant that are currently underway. The Department is currently working with the insurance carrier regarding damage to the #1 turbine.
The status of the Automated Meter Reading installations as well as the readings now being done to those properties connected to the AMR system (approximately 2,900 meters) was reviewed with regard to customer requests to allow three-month readings.
Mr. Leoni reviewed a letter sent on February 7, 2007 to the Biwabik City Administrator pertaining to a proposal to provide Electrical Line Maintenance for the City of Biwabik.
There being no further business to come before the Commission, Commission President Sipola declared the meeting adjourned at 5:00 p.m.
