A REGULAR
MEETING OF THE PUBLIC UTILITIES COMMISSION OF THE CITY OF VIRGINIA, MINNESOTA WAS HELD
AT THE OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES ON monDAY, JUNE 22, 2009, AT 4:30 P.M.
Commission President
Bloomquist called the meeting to order at 4:30 p.m.
Present: Commissioners
Bloomquist, Lucarelli, Petroskey, Raukar, and Marks.
Absent: None
Also Present: Terry Leoni – General Manager; Sue Lalli – Public Relations / Customer
Service Supervisor; Bill Hafdahl – Director – Finance and Administration.

that financial Resolution #5141authorizing the payroll dated May 21, 2009 in the amount of $102,482.83, checks #46195 through #46216.
and direct deposits #13492 through #13546; and the payroll dated June 4, 2009 in the amount of $117,951.66, checks #44217 through #44242
and direct deposits #13547 through #13601; and payroll date June 18, 2009 in the amount of $99,932.47, checks #46243 through #46266
and direct deposits #13602 through #13656; and bills dated
May 18, 2009 through June 22, 2009 in the amount of $2,083,080.78,
checks #81405 through #81654, and wire and electronic transfers in the amount
of $895,708.86 and the minutes of the May 18,
2009
meeting be approved as presented. Motion
carried.
Mr. Leoni reported that LEA is currently negotiating with Xcel Energy
on changes to the Power Purchase Agreement between LEA and Xcel Energy. It currently appears any price change in the
Agreement will be retroactive to January 1, 2009. The next conference
call is set for June 23, 2009 and is expected to bring
negotiations to a close.
The May 2009
Monthly Injury Summary Report was reviewed.
After discussion, moved by Marks and
supported by Lucarelli to accept the quote from Midwest Dental Benefits to act
as the third party administrator to process dental claims for Virginia Public
Utilities employees effective July 1, 2009 in order to comply with the new
Minnesota Statue effective July 15, 2009 requiring all health claims
(including dental) be submitted and processed electronically. Motion carried.
Mr. Leoni reported there is nothing to report from
AFSCME on contract negotiations.
Mr. Leoni reported he will be meeting in St. Paul
with MPCA representatives on July 15, 2009 to review the MPCA Draft Stipulation
Agreement dated June 10, 2009 addressing alleged air quality and
water quality violations at the Utilities’ Virginia Plant resulting from a
review of continuous emission monitoring data and discharge monitoring data as
well as a facility inspection by MPCA Staff on November
19, 2008.
Notice of the Minnesota Municipal
Utilities Association Annual Summer Meeting was received today and it was moved
by Marks and supported by Petroskey to authorize attendance of any member of
the Commission or Utility Staff at the 2009 Minnesota Municipal Utilities
Association Annual Summer Meeting to be held in Breezy Point, Minnesota on August 24-26,
2009. Motion carried.
Mr. Leoni reported the 2008 Utility
Audit was received and is on the table for the Commission. Approval of the Audit will be on the agenda
for the July 27, 2009 regular Commission meeting. Mr. Leoni asked that any Commissioner
desiring a meeting with the auditors prior to the July
27, 2009
Commission let him know so a meeting time can be set.
There being no further business to
come before the Commission, Commission President Bloomquist declared the
meeting adjourned at 4:45 p.m.
