A REGULAR MEETING OF THE PUBLIC UTILITIES COMMISSION OF THE CITY OF VIRGINIA, MINNESOTA, WAS HELD AT THE OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES ON monDAY, juLY 28, 2008, AT 4:30 P.M.
Commission President Bloomquist called the meeting to order at 4:30 p.m.
Present: Commissioners Bloomquist, Raukar, Petroskey, Sipola, and Lucarelli.
Absent: None.
Also Present: Terry Leoni – General Manager; Bill Hafdahl – Director-Finance & Administration; Sue Lalli – Public Relations / Customer Service Supervisor; Dennis Lindberg – Councilor.
Mr. Leoni reviewed a copy of a Notice to be sent by Minnesota Power to all cities, counties, townships, and local government units in its service territory. The notice is a Minnesota Statute requirement and is in regard to the Minnesota Power Retail Rate Filing. The notice does not affect City of Virginia Utility customers. It was noted that the City Council’s Finance Committee did meet with the Utility and discussed a possible change in the City’s Reduced Utility Rate.
Moved by Petroskey and supported by Raukar that financial Resolution #5130 authorizing the payroll dated July 3, 2008 in the amount of $112,304.96, checks #45614 through #45643, and direct deposits #12213 through #12269; and the payroll dated July 17, 2008 in the amount of $108,452.40, checks #45644 through #45671 and direct deposits #12270 through #12327; and bills dated June 23, 2008 through July 28, 2008 in the amount of $1,897,694.27, checks #79383 through #79593, and wire and electronic transfers in the amount of $778,830.21 be adopted; and the minutes of the regular meeting held on June 23, 2008 be approved as presented/amended. Motion carried.
The June 2008 Monthly Injury Summary Report was reviewed. Records show an increased number of injuries reported in 2008 to date. Management is working with employees to determine causes and reduce future on-the-job injuries.
The Agenda for the July 22, 2008 LEA regular meeting; Minutes of the June 23, 2008 LEA meeting; LEA’s May 2008 financials and the Cash Flow Reports for January – December 2008 were reviewed and filed. The month of May 2008 was a slow month for LEA as older equipment contributed to less production than anticipated during periods of scheduled maintenance.
Mr. Leoni reported that Mittle Steel began pumping water from Missabe Mt. Pit on Friday, July 25, 2008 at a rate of 2,000 gallons per minute. Water will flow into Sauntry Creek and then into Bailey’s Lake and Silver Lake. It is anticipated that this colder water flowing into the lakes will bring the water temperature down several degrees.
The Utilities’ 2007 Audit was mailed to the Commission and Council Liaisons about two weeks ago. A meeting will be set for 4:30 p.m. on Monday, August 11, 2008 for the Commission’s Finance Committee, a meeting of the Commission as a whole, to review the audit with Walker, Giroux.
Moved by Petroskey and supported by Raukar to adjourn the meeting.
There being no further business to come before the Commission, Commission President Bloomquist declared the meeting adjourned at 4:49 p.m.
