A REGULAR MEETING OF THE PUBLIC UTILITIES COMMISSION OF THE CITY OF VIRGINIA, MINNESOTA, WAS HELD AT THE OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES ON THURSDAY, August 23, 2007, AT 4:30 P.M.
Commission President Sipola called the meeting to order at 4:30 p.m.
Present: Commissioners Park, Petroskey, Sipola, Bloomquist, and Raukar.
Absent: None
Also Present: Terry Leoni-General Manager; Bill Hafdahl–Director-Finance & Administration; Sue Lalli-Public Relations / Customer Service Supervisor.
Moved by Petroskey and supported by Raukar that financial Resolution #5111 authorizing the payroll dated August 16, 2007 in the amount of $101,642.19, checks #45041 through #45070, and direct deposits #10973 through #11026; and bills dated August 15, 2007 through August 24, 2007 in the amount of $852,222.17, checks #76809 through #76912, and wire and electronic transfers in the amount of $146,700.69 and the minutes of the regular meeting held on August 13, 2007 be approved as presented. Motion carried.
General Manager Terry Leoni reported the new wood auger has arrived and will be installed next week.
Mr. Leoni also reported that the contractors are on site and installation is currently underway on the new water line to Midway.
Moved by Park and supported by Petroskey that the Human Resource / Safety Director be authorized to attend the Annual State HR Conference to be held in St. Cloud, MN on October 14-16, 2007 at a total estimated expense of $365.61. Motion carried.
Moved by Park and supported by Petroskey Management be authorized to hire Phillip Medure as Plant Electrician (Temporary) effective August 27, 2007 subject to the terms and conditions of the AFSCME bargaining agreement; the position is expected to run two (2) to three (3) years while the Plant Electrician works on upgrading the three operating systems in the Plant. Motion carried.
Moved by Park and supported by Raukar Management be authorized to hire Barry Thompson as Plant Electrician upon satisfactory completion of a pre-employment physical and background check, subject to the terms and conditions of the AFSCME bargaining agreement. Motion carried.
Moved by Raukar and supported by Petroskey Management be authorized to hire Jacob Hart as Fireman II/Trainee effective August 25, 2007 subject to the terms and conditions of the AFSCME bargaining agreement to replace Jason Lamppa a Fireman II/Trainee who resigned effective August 15, 2007. Motion carried.
Moved by Park and supported by Petroskey Management be authorized to hire two (2) temporary seasonal employees through Search Resources for approximately twelve (12) weeks not to exceed sixty-six (66) shifts. Motion carried.
Mr. Leoni reviewed the current actions underway to ensure feed water used by the Plant is properly cooled before it returns to Silver Lake, keeping the Department in compliance with all regulations. After discussion of the water entering Silver Lake, Mr. Leoni will keep the Commissioners up-to-date as plans, drawings, and budget further evolve.
There being no further business to come before the Commission, Commission President Sipola declared the meeting adjourned at 5:05 p.m.
